Added Wallpaper Tools section

Description

Made new wallpaper tools section and moved all the relevant tools from Wallpapers section.

Context

Tools were causing confusions when kept between wallpaper discovery sites. they need a separate section imo. Also removed Xbox Wallpapers for now as the page is getting a makeover. add when its back

Types of changes

[X] Bad / Deleted sites removal
[ ] Grammar / Markdown fixes
[ ] Content addition (sites, projects, tools, etc.)
[X] New Wiki section

nbats can you also remove wallhaven.cc for now? i forgot in the PR. its been down for around a week. i'll send in to-do to add it back when released

I changed the section name to Wallpaper Managers instead, but besides that looks good, you can make a post with a link in august updates if you want. And I also got wallhaven removed.

i thought of that too, but since it has other tools as well so i thought tools would fit better. but alright!
