Switch template documentation to mkdocs #12

I moved the template documentation to MkDocs. The documentation about ipa-project-template is still on sphinx.

This address half of #11.

I tested it locally and documentation generation with MkDocs works on a newly installed template.

Just tested updating an existing project and it works like a charm!

Looks good to me, thanks! In a next step, we could possibly get rid of the infrastructure folder and the contained environment .yml file(s) in favor of a pixi.toml project configuration. I'll open an issue for it.

I am testing this with Elisa's project. We should sit together once I am a bit more proficient in pixi ;)
