This should address #11

Implemented sampling algorith

user provides number of alignments to sample and chromosome names from which to sample (nAlnsToSample and seqnamesToSampleFrom arguments)
read_modbam_cpp checks index for number of alignments on these chromosomes and calculates the fraction of alignments to keep
it then sequentially reads the alignments from these chromosomes and accepts/rejects them based on that probability
