Implement an utility/model to parse/serialize GTS exchange file structure.

Manages message length, format identifier, transmission sequence number, heading (as plain string), text (as plain string).
Serializes and parses to/from string.
Serializes and parses to/from heading + text string.

Added skeletal implementation. Some TODOs:

fmidev/fmi-avi-messageconverter-tac#103 , then declare prefixes using the char constants.
Write comprehensive unit tests.
Review the code for
- correct and expected functionality,
- usability for intended purpose and
- overall quality.
Consider need for lenient parse (e.g. parseLenient() method).
Consider method(s) (isXXX()) to inspect given data, whether it can be parsed either as heading+text or in full.
