PoP (Probability of Precipitation) is shown in precipitation forecast graph for every location even parameter is available only in Scandinavia. For the user this looks like that probability of precipitation is always 0 % when parameter is not available.
PoP y-axis should be hidden if PoP parameter doesn't exist in data (all values are null).
