Add function for cancelling refinement #23

Add function cancel_refining() to clear refines and unrefines.

Converted to draft as this is no longer relevant for the Vlasiator PR. Keeping around in case we want a graceful exit from refinement at some point.

Well that won't hurt us if we don't call it, but let's cook up a test on LUMI or Mahti maybe indeed. Or shall we merge right away @ursg @markusbattarbee?
