Resampling code #4

What about adding also the code that Tarek Hattab and I wrote for the resampling algortithm? I can send you the original scripts Francesco so that you can incorporate it here as open access? The scripts Tarek wrote for the resampling of sPlot are actually available via Tarek's GitHub account: https://github.com/TarekHattab/sPlot

created a _Resampling subfolder where I updated the code I received from @lenjon. @lenjon, please could you, or @TarekHattab comment the code, and edit the README.md to give indication on what the code is for, the licence, and maybe add a disclaimer that we take no responsibility if our code make somebody's compute explode? :-)
