Forge installer downloads everytime I launch an Instance #156

Description of bug

Hey Pollymc, I've been facing an issue where Minecraft 1.19.2 directly downloads the Forge Installer every time I launch an instance, but only when I'm online. When I'm offline, this doesn't occur. Any insights into why this happens? I've already attempted reinstalling Forge, checking launcher settings, and verifying game files. Any additional guidance on resolving this would be appreciated! image

Launch Minecraft Forge 1.19.2 instace when online

I can't reproduce this with a fresh 1.19.2 instance. Could be related to #148, try following https://github.com/fn2006/PollyMC/issues/148#issuecomment-1973716006 to flush everything out.
