Display instant and tier times as local to the user instead of UTC #9

How about NO? Display them explicitly as the TZ of the event, cuz I'm in CR (Costa Rica) - not everyone is in CA (Cali) right now. Actually use the time it would be - "local" to the event - (the "end" "user").
