Featured/pinned communities in sections? #31

The pinned communities would be moved to the top of the section and be marked with a star icon/emoji. The criteria for pinning the community would need to be discussed though. I'm thinking of using this feature flexibly depending on the section though.

Setting as planned because I think it will be useful. We can always remove the feature later.
