Updated the URL to appropriate mirror URL which in turn allowed usage of tar_extract once again.

Rebased and merged as b407b3762445a03b8f9194bed57e8bbb4653f9e6. Thanks for the contribution. I've got some other style things I'd like to fix up, but it looks good enough for now.
