Experimental support for build-assistance for graal-native functions #249

This adds basic Graal native-image configuration for commonly used libraries in oracle cloud (Jersey, BouncyCastle) and also adds a Jackson assistance feature that automatical closes over reflection -referenced classes from jackson annotations.

This also simplifies the Graal-native build arguments and moves existing graal-native configuration into the classpath (removing the need to copy files during the docker build)
