App Builder StackView for controller rewrite #489

Core content is StackView.js along with Overlay.js, Panel.js, and Transition.js.

NOTE: Controller.js, ControllerView.js, PermanentNav.js (currently) constitute a test page. One or more will eventually be expanded or merged into an app controller with a permanent navigation pane.

Modelled transitions will save a lot of future (and current?) pain. LGTM
