Upgrades and package clean up #1173

Changes in this PR:

upgraded react to 16.8+ (edit: realized the caret version, so react is already in 16.8+)
upgraded meteor to latest 2.12
upgraded bootstrap to version 5
removed some un-used and deprecated packages

I did some clean up. Later on we can add/remove modules as needed.

You can run meteor npm install then npm run start There shouldn't be any error(except for the one about the schema) in the console.

Screenshot - notice the form part is removed and will be worked on next.
