Change zodern-meteor version #1179

I found in the doc to use this version zodern/meteor:root for the docker image. See: https://meteor-up.com/docs.html#meteor-support I figured it might worth a try to see if it can fix some of the deployment issues?

I don't know if master branch/testing server can actually do deployment though.. but we can't put it in deploy-phm because the app isn't working yet..

@zhna123 Best to message me over on PHM. We can put it in deploy-phm and see what happens. It is hooked up and tries to build every time we merge a PR, its just failing.
