Documentation Update [WIP] #36

Pardon the muck on the html files in one of the commits. Bluepheonix isn't great and I should have used a proper markup cleaner tool. The goal is to fix up the .chm that has been shipped with the mod manager since you guys started the fork, which the workshop itself allows for decompiling and fixing up. I haven't created a pull request yet due to the cooking time and researching what needs to actually be fixed up in the resulting help file that the mod manager ships with. Project and TOC files are included for those who need to recompile with what I've reconstructed.

Suggestions on where to start digging around for documentation changes?
