[Compute] Initial cut #16

This gets the compute service minimally bootstrapped such that it can respond to requests.

@elight @krames @mwhagedorn This is ready to be reviewed. I'd like to get this merged ASAP so Mike and I can divvy up the work and get this done...

OK @mwhagedorn @elight @krames this is now updated to use the new :path_prefix option and all specs pass. Can we get this merged this afternoon at some point? Any other issues I need to address?
