Support for ZigBee Encapsulation Format? #20

Consider adding support to capture to a PCAP (zbdump) or to wireshark 
(zbwireshark) with ZEP encapsulation of packets? Need to review format more, 
figure out implementation, etc. Does not appear to have good GeoTag support 
like PPI. Maybe make a ZEP like plugin for PPI?
