need "dummy" plugin to debug crashes #124

It is impossible to diagnose crashes (especially GUI -- adding, removing 
from queue, starting downloads) with "real" plugins, because they generate 
wait times of half an hour or longer.

The dummy plugin should use a special URL format that specifies the "wait 
time" and ETA once downloading has started.
