As a council officer, I can add content to the system myself by manually adding content via a UI so that I can contribute to the system.

@GilesGibson @GreenCChampion would be great to get more info from you about this:

how often do people update their lists/content?
what kinds of info do people update?
where does the new information come from?

I think updates are often ad hoc - a name is added as a result of a conversation or meeting someone. Often it is just a question of being able to stay in touch with that person - so contact details are vital - specifically email address. My Green Champs email list had little other detail...
