User profile - add in ward/borough questions #498

The user profile needs to have added fields for "ward" and "borough". In a perfect world if they entered their postcode it would autofill their ward and borough (available via mysociety I think https://www.mysociety.org/projects/feeds-and-apis/).

What is the purpose of having access to that info?

target people according to ward. Tell them about their councillors (via lookup), many people have no idea what ward they are in or who their elected reps are (council, MP, MEP etc). encourages this thing called democracy...
