This is an adjunct to Issue #31 regarding Polls but I've

Surprisingly little is available in terms of Petitions modules for Drupal – I imagine we could run them using Rules and Triggers.

Why would it matter if a user is a "member of mailing list" when they're signing a petition???

by "login/member of mailing list" I was just after capturing their email by ensuring they create or have a login first. We cannot have anyone being part of the poll, need to be a registered user of the site in order to vote.
