[Color Picker] New UI component for color #137

Feature Request

Description

As discussed here: Semantic-Org/Semantic-UI#3535

It would be great to have a Color Picker Component with the following options:
1. Ability to have Palletes (Swatches) or full color picker photoshop style

2. Ability to have full screen modal for mobile devices:
   See fullscreen Example: http://www.bamdaa.com/demo/color-picker/

3. Ability to have color names "baby blue"
All the bells and whistles of other components such as call backs and api.
