Update to pydicom 0.9.7 #74

Test and make sure everything works with pydicom version 0.9.7.

Important issues to focus testing on:
1. Update to the 2011 DICOM keywords and encourage users to update as well
2. Make sure all DS parsing expects to receive a Python Decimal instead of 
converting to a float
