Rework all vertical scaling

Now that fontforge script will center everything horizontally, just need to capture each glyph in the right vertical alignment. Should recapture each glyph in the new environment

Should change inkscape document properties and em squares to match final output, so forging doesn't need to scale and reposition vertically

Doing a bunch of Inkscaping for this issue

• Ran "Clean Document" in Inkscape to completely start over / reduce svg size
• Rescaled entire document to match what I'm doing in bin/docker/forge.pe
• Re-did vertical guides & changed Inkscape font metrics to match
