Downloads dropping all of a sudden #2

What steps will reproduce the problem?
1. On using downloads, it starts with a very high rate of Dwonload in UTorrent 
but it falls after  a while
2.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
U torrent 2.21V OS is Windows 7

Please provide any additional information below.

Recently my case is also the same... I'm on the Alliance internet..the cable 
net service,currently residing in KOLKATA..
For a month or so my u torrent was downloading certain torrents for 
500-600kbps,thanks to the BTCACHE peer.But now the btcache is coming and is 
only providing a download speed of 60kbps.. It is also not steady.. It is also 
disappearing after a couple of minutes or so ,and my download is going back to 
30kbps.Is there any maintenance going on or what the hell is this problem?? I 
am confused totally.. Please help..

PS. Is it a problem with my isp????

I dont think its an ISP issue.Something or the other isnt working out with 
BTCACHE.
This is a series of problems that are occurring, needs certain help!

Guys, you have to check with Alliance Broadband services about this, because 
speed that you get depends on your current internet subscription plan. They 
introduced some new packs with high speed.

needs a specialist here same problem here speeds were awesome but suddenly now 
there is no speed poof gone
