Conversion/Update of UI Translation Notes and asscociated pages #115

I spent a great deal of time translating FontForge into French and realized that there was no documentation on Fontforge.Github.io explaining how to do it. Furthermore, the old documentation is partially obsolete. So here is a completely up-to-date one.

Some notes for the reviewers:

  1. I had to activate the Customizing section (the structure existed but the conversion was not done).
  2. I'm not satisfied of my addition on the main documentation page "Customizing — Fontforge, the way you like it". Any suggestions?
  3. The hotkeys assignment text was in the same page as the UI translation note. I believe that it is also helpful for English users so I split it in two pages.
  4. The biggest changes are in the UI Translation Notes page and the Hotkeys Assignment page, so I would appreciate if it was reviewed more specifically.
  5. In the current UI translation Notes page, there is a TO DO note to contact HP to have it tested with a Vietnamese translation. You may want to do so.
  6. Should the old HTML converted pages be removed from the root of the project? I'm afraid they will still be found by search engines. It confused me a lot when I researched about hotkeys assignment!
  7. I will also make these changes to the local doc in the FontForge project once it is accepted here.

@frank-trampe, would you have any chance to review this and merge before I forget all of this? :) I believe this is accurate. I have tested all my changes.
