Reorganise checks/universal

Lib/fontbakery/checks/universal/__init__.py is another 3000 line monstrosity; the plan was always to reorganise it into a set of thematic files, as we did with checks/googlefonts. Here it is.

Very nice! I noticed, though, that the few checks listed below still remain in the __init__.py file (now reduced to 1156 lines). Do you have a plan for those remaining checks as well or is there a reason for them still being placed there?

If there are any thematic groupings that they fit in (or if we can create any thematic groupings), we should do it. But if not, they should stay where they are...
