Generate Gerbers for 3x5 PCB plates #204

Fixes #176 by building on top of #174. Lots of trial and error getting the GHA workflows passing with the newer versions of the KiCad files, but I got there in the end. Happy to rewrite the branch history, too, if that's important to you.

Here's the releases on my fork, which include the two new mini-plate Gerbers:
