Change pre to post compile hook due to changes in rebar3 behaviour #79

Replaced relative paths to neotoma with REBAR_DEPS_DIR env variable
Change the netoma parse call from pre to post compile hook. this changes was required due to changes to the way rebar3 handles compiler hooks.

@sstrigler merge/create a tag as you see fit. Great if you can test that things still work with rebar before this change. If not, go ahead either way, but just leave a comment for others to know.
