Can't assign local expense to trip

Env: web. Steps to repoduce:

1. Login as traveler(t@tbqa.com/password).
2. Create trip. Sumbit it.
3. Login as manager(m@tbqa.com/password).
4. Approve this trip.
5. Login as traveler.
6. Create expense from local expense (Before saving assign it to approved trip).
7. Click "Save". Actual result: Expense have been created but have not been assigned to trip. Expected result: Expense is assigned to trip.
