Allow multiple project owners to be assigned via the CATMA UI #252

Think about whether this is likely to cause any unanticipated problems, eg: if someone other than the creator deletes the project.

There are a couple of projects where we already have multiple owners (which was done via the GitLab UI).

In CATMA 7 there is only little difference between maintainer and owner as far as CATMA is concerned. On a group level only owners can do member management. We'll implement multiple owners on group level.
