@CookPatton (and maybe @ValentineHerr or @aferson),

There are two copies of nonsoil_litter_CWD.csv:

https://github.com/forc-db/GROA/blob/master/data/nonsoil_litter_CWD.csv (Wednesday, December 19, 2018, slightly smaller)

It looks like the second is the correct version?

Based on the version histories, it looks like the file in the data folder is the intended master version, as compared to the older file in the main folder. I will therefore delete the older version and close this issue.
