clarify definition of "minor" component #49

THis goes in the following statement:

"IPCC's guidance is that the understory may be excluded the understory if it constitutes a "minor" component (defined as ...), and where a commonly applied minimum size sampling threshold for mature forests would be 10 cm stem diameter at breast height (DBH)."

understory - minor component

minor has no definition
a C pool is considered significant if it's 1/3 of total C stock change (Sandro will send a reference)
what matters is to be consistent - include or exclude
