vegetation type description #9

@ValentineHerr, vegetation type description is off.

For semi-deciduous forest in Panama, we're currently putting: "vegetation type: Tree, deciduous, broadleaf". This correctly maps from description in ForC_pft, but that field applies to trees, as opposed to forests. I will fix.
