stars and forks are volatile properties, much more unpredictably than dependencies. Where will it be captured and how would it is be used?
Stars and forks are closer to tweets and Facebook likes and probably reflect attention more than "impact". And of course they are totally biased towards general purpose libraries rather than code relevant for a specific scientific community. But I think they play an important role, an open source library popular on GitHub with respect to stars and forks can for example play a big role in getting a job as software engineer.
