Workflow for Group creation #166

Add detail the group creation workflow for moderators and group managers

The workflow is this:

  1. User visits the Groups Page - determines how to setup group
  2. User visits this content page (https://www.force11.org/group/start) read through the details.
  3. User logs in
  4. User completes form linked from this page: https://www.force11.org/add-workgroup
  5. Working group form is vetted by Groups committee Board Lead. checks for completeness, appropriateness, etc.
  6. If necessary, Working Group BOD Lead works with submitter to improve application. Iterates as needed
  7. Board approves working group and appoints Group Chair(s)
  8. Working Group Chair(s) is informed of decision
  9. Working Group is announced (via Chair and Communications Committee)
  10. Working Group members join the group
  11. Group begins work...

Thanks for workflow outline. I'll add some steps from the Buddy Press system we're using as well as Google groups parts. I will also move this to a wiki page for editing and link from this Issue.
