The user has no admin rights. But this is showing.

This plugin has always been on site, but anon user was not restricted from admin menu - where as in the past it has been: https://wordpress.org/plugins/hide-admin-bar-based-on-user-roles/

Maybe clash with Publish Press capabilities

Disabled plugin: Hide Admin Bar Based on User Roles. And things appear to work again.

Publish Press can be used to hide Admin menu.
