Is your feature request related to a problem? Please describe. I tried to run the lwc tests from a recently imported repo, and got a prompt that sfdx-lwc-jest wasn't installed.

Describe what you are ultimately trying to do I would expect this to be included already.

This is reproducible in VSCode if you do not npm install or yarn your project to load dependencies.

I'm going to bug this to improve the user experience because the error message could be better.
