After completing the wizard to create a workspace, navigating to the dashboard gives an error "Can't load the workspace". Clicking on "more information" yields an Internal Server Error

Expected behavior
I should be able to access my Code Builder project/environment.

Additional context
This is in a Developer Edition, and it has been 36+ hours since I finished the wizard. It still shows as though it's creating the environment, but the countdown timer stopped after 32 minutes had elapsed.
