The theme change is a known issue which we will be fixing shortly.
Can you share if the reconnect popup repros consistently all the time? Also, can you share from which geographical location you are accessing the environment from?
It is not possible to upload data from your local machine at this time.

4 years ago @saicharanreddyk I followed up with Microsoft and the connection issue you are seeing is due to latency trying to access the Codespace which is created in US-West region from India. We will be working on adding support to our service to create Codespaces in the region closer to the user location to avoid such connectivity issue. Mostly metadata creations What tools do you use today to develop on the Salesforce Platform? Visual Studio Code How do you see Code Builder fitting into your current workflow? Will it replace any tools you are currently using? Still testing
General feedback
1) Changing the theme happening on browser reload from the default one to another and again revert to default one not sure this is expected behavior. 2) frequent Attempting to reconnect popup appearance on reload. 3) I am not getting an option to load the local metadata from the computer. Is there any option available at this time?
