[UX] Blank Welcome Screen After New Project #74

Describe the bug After creating a new project with manifest the "Welcome To Code Builder" remains a blank tab.

To Reproduce Steps to reproduce the behavior:

Create a project with manifest

Expected behavior I've expected the VSCode info screen or not a tab at all.

Version: 84.0.4147.135 (Official Build) (64-bit)

@jonnyhork looks like the welcome page is broken again. Can you take a look?

@praksb This is a regression within VS Code Insiders. I've been told it will be fixed sometime this week. If we use the stable version of vs code the webview will work again.

@jonnyhork Sounds good. Let's wait for the change to show up before closing this issue. We don't want to make a change to switch to stable from insiders right now.
