Currently Code Builder user licenses are included in Professional, Enterprise, Performance and Unlimited editions. The Scratch org AddOn SKU also includes 1 Code Builder user. Update the Dev Sandbox Pro, Partial Sandbox and Full Sandbox SKUs to also include Code Builder users. If you have environments, we want you to have the tools to go along with it.
