For reviewing and documentation purposes, DevOps Users should be able to add a Rich Text Description when creating a Review. The descriptions DevOps Center creates for PRs aren't helpful currently.
Description and changes to Description should be reflected on the Pull Request and vice versa (changes to PR Description are reflected to Review Description up to the allowed character limit).
