Need more logging on pull request closes #176

Getting some reports that pull_request close events are not creating Changelist records correctly. Some more logging in this area would help troubleshoot the issue.

Webhook dde211d0-d1aa-11ee-881c-1b33c8dfff56 should have attached to GUS changelist, but it didn't!
