Local Dev Server doesn't start when no network connection exists. #33

Describe the bug Local dev server doesn't start in a pure offline scenario.

To Reproduce

Disconnect all networks.
Start local dev server from command line.

Expected behavior The local dev server should start. When developing components that don't rely on any data from an org I expect to have at least access to them.
