lwc looks different in local server than it does in the org

Describe the bug This basic hello world lwc looks a lot different in the local server than it does in the scratch org.

To Reproduce Steps to reproduce the behavior:

1. Clone this repo and spin up a scratch org
2. Open the lwc named container in the local dev server.
3. In a different browser tab, open the scratch org and navigate to the lightning tab named "Yahtzee"
4. The component is rendered very differently in the dev server than it is in the scratch org.

Expected behavior The component looks the same in the local dev server and the lightning tab.
