perf(docs): remove trailing slashes from URLs in docs to improve SEO #5632

What does this PR do?

Removes trailing slashes in URLs in various locations in the docs website, for the purposes of improving SEO (by avoiding unnecessary redirects and having cleaner canonical URLs). (Also partially fixes a "skip-content" link that was previously just sending users back to the main docs page.)

Functionality Before

Hundreds of links and some canonical URLs in the docs website (see this spreadsheet) end with trailing slashes.

Functionality After

Links and canonical URLs in the docs website no longer end with trailing slashes.
