Support measurement scales #208

Currently series are shown from their raw scale e.g. % changes are shown on a 0-1 scale rather than 0-100% scale.

For each series we should track the measurement scale so that we can present them in the most appropriate way. We could also give the user the option to switch between original scale and recommended scales.
