Allow User Onboarding to skip Suggested Users tile if field is blank in Admin Config #16227

Why Main issue: At the moment, Admins need to fill out the Suggested Users in Admin Config, otherwise the tile appears sparsely filled out in New User Onboarding. Ergo, if they don't have users signed up to the site, then the tile appears sparsely filled out in New User Onboarding, which means it's not serving the purpose it's intended for.

At the same time: We've had requests from various Forem use cases to allow Admins to decide for themselves whether Suggested Users or Suggested Tags tiles appear during the New User Onboarding flow.

What It might be more elegant to allow Admins to leave Suggested Users blank, which would skip the tile altogether during the New User Onboarding. We could include a short instructional text saying

Suggested users Required

Determines which users are suggested to follow to new users during onboarding if no recently-active commenters or producers can be suggested (comma separated, letters only). Leave blank to skip this stage during new users onboarding.
